ACT 2A Security Consultant
Becoming a licensed Class 2A Security Consultant in the Australian Capital Territory (ACT) requires a combination of formal training and relevant industry experience. This specialist licence authorises individuals to assess and advise clients on a wide range of security needs, from physical security systems to risk management planning.
The course you need to complete will depend on your current circumstances but will consist of either:
Please note that if you do not already hold CPP41519 Certificate IV in Security Risk Analysis (or it’s predecessor), you cannot directly enter the CPP50619 Diploma of Security Risk Management.
Becoming a licensed 2A Security Consultant opens the door to career opportunities in corporate security, infrastructure protection, event planning, and high-level risk advisory. With the right combination of training and industry experience, you’ll be equipped to provide expert guidance in an increasingly complex security landscape.
Course Outcomes
On successful completion of either training course (depending on your circumstances) you will be awarded a nationally recognised qualification.
Either of these qualifications will allow you to apply for an ACT 2A Security Consultant Licence.
After completing these qualifications you will have the skills to:

Entry Requirements
There are no formal prerequisite units required for entry into the CPP41519 Certificate IV in Security Risk Analysis course. However, there are prerequisites for entry to the CPP50619 Diploma of Security Risk Management. Please discuss with us further your current circumstances prior to enrolment to confirm which is the appropriate pathway for you.
You will require intermediate English language, literacy and numeracy (LLN) skills.
Before commencing this course, you will be required to undertake an Online LLN ASSESSMENT. You can complete this higher level LLN test here now!
If you are completing the course via an online or RPL delivery mode, you will need access to a computer with word processing, PDF reader capabilities and an internet connection.
This course is not open to international students (student visa 500).
For licensing purposes, you must not not have committed any disqualifying offences.
You can’t get a security licence if you’ve been convicted in the last 10 years or found guilty in the last 5 years, and received a penalty of $500.00 or more, a sentence of imprisonment, or both, in relation to of an offence involving:
- violence, dishonesty or theft
- firearms or other weapons
- other than for possession, a controlled drug, controlled plant or controlled precursor within the meaning of the Criminal Code 2002
- robbery
- terrorism.
General suitability is determined under Division 3.5 of the Security Industry Act 2003.

Licensing Requirements
ACT Security Licensing is administered through Access Canberra.
Before you apply you will need a police check.
Your security licence application needs to include the original or a certified copy of a fingerprint verified Police Check Certificate.
Complete the fingerprint service booking form to have your fingerprints taken with Access Canberra.
If you reside outside of Canberra, contact your local police station for a fingerprint appointment.
Attach your fingerprint scan to your application for a police history check from one of the following agencies:
- the Australian Federal Police
- an Australian Criminal Intelligence Commission agency
- a State Police force.
Police certificates must not be dated more than two months before the date of lodging a security licence application with Access Canberra.
If in the last 5 years you’ve lived as an adult outside of Australia continuously for more than one year you may need to provide a criminal history record from that country.
