Designed for those looking to work in roles such as static guarding, mobile patrols, retail security, events, and crowd control, this course is your first step into one of Australia’s most in-demand industries. Led by experienced trainers and supported by real-world scenarios, you’ll graduate with the confidence and capability to handle a wide range of security responsibilities.

Whether you’re starting fresh or changing careers, this course will equip you with the knowledge, practical skills, and qualifications to meet the licensing requirements of Victoria and start working right away on receipt of your licence.

Upon successful competition of this course, you will be awarded a Certificate II in Security Operations (CPP20218) qualification.

First Aid is also included in this course however if you already hold a current HLTAID011 Provide First Aid qualification, there is no need to attend this training day.

This course provides a pathway to further learning and work in various security roles and settings including, but not limited to:

  • armed guarding
  • cash-in-transit
  • close protection operations
  • control room operations
  • guard dog handling.

For entry to the VIC Unarmed Guard and Crowd Controller course you must be:

  • Be 18 years or over.
  • Be a resident of Australia or be the holder of a current visa (a person must have current working rights when applying for a new licence or registration).
  • Have your fingerprints taken (licence applicants only).
  • Provide certified copies of international police checks from any other country you have resided in for a period of more than 12 months over the previous 10 years since turning 16 years of age. International police checks will only be accepted from:
    • the Embassy or Consulate General of the relevant country, or
    • the relevant police agency of the relevant country, or
    • the check provided to the Department of Home Affairs at the time of visa lodgement.
  • Not be a prohibited person.
  • Be a fit and proper person. This includes not having any medical condition or history with police that would hinder your employment within the industry.
  • Provide two written references outlining your suitability for employment within the private security industry.
  • Provide 100 points of certified identification and any change of name documentation.

You will need access to a computer with an internet connection to complete the online component of this course.

Language, Literacy, Numeracy and Digital Literacy (LLND) requirements for Security Training

IMPORTANT – PLEASE READ

Working in the Security Industry requires a high level of English Language and Literacy skills. The course requires all students to be able to read, write and speak clearly in English.

During the course, students will be required to complete closed-book exams and other assessments where the trainer cannot help. If you cannot read, write, and speak English well then you will NOT pass the course.

If you are not confident with reading, writing, and speaking English then you should not enrol into this course. Asset College will conduct LLN testing at the start of the course and will not allow students to continue if they do not meet the minimum requirements.

Security Officers also require basic digital literacy (computer skills) to perform their role. This could include writing incident reports, responding to emails, using online rostering apps or other online tasks.

During the course, students will be required to complete some activities using computers, laptops, or other devices. While the trainer can provide some assistance, it is expected that students have some basic computer skills before commencing the course.

You must be physically capable of responding to first aid emergency scenarios, including providing CPR to a manikin on the floor. Anyone in a wheelchair or with other disabilities that may impact their participation in these activities should contact us to discuss their individual circumstances before enrolling.

The CPP20218 Certificate II in Security Operations course which allows you to apply for the VIC Unarmed Guard and Crowd Controller licence includes a total of 14 core units.

  • CPPSEC2106 Protect self and others using basic defensive techniques
  • CPPSEC2107 Patrol premises to monitor property and maintain security
  • CPPSEC2108 Screen people, personal effects and items to maintain security
  • CPPSEC2109 Monitor and control access and exit of persons and vehicles from premises
  • CPPSEC2110 Monitor and control individual and crowd behaviour to maintain security
  • CPPSEC2111 Apply security procedures to manage intoxicated persons
  • CPPSEC2112 Apply security procedures to remove persons from premises
  • CPPSEC2113 Escort and protect persons and valuables
  • HLTAID011 Provide first aid

Victorian Security licensing for VIC Unarmed Guard and Crowd Controller is administered by the Licensing and Regulation Division of the Victorian police.

Please find below a detailed outline of the steps required to attain your licence.

Register your Victoria Police eservices account here.

This is where you will apply for your security licence, part online and part hardcopy. To create a Victoria Police Licensing eServices account, you will need a secure email address that has not previously been used to create an eServices account. If your email address is not accepted by the eServices Portal check that you have entered it correctly and that it hasn’t been used to create a previous account.

When completing your application online you have to provide details with supporting documents. Some of these documents need to be certified and will need to be sent to Licensing and Regulation Division via express post.

To make the application process easier, we suggest you have access to the following when completing your application online:

  • A secure email address for activating your eServices account and receiving notifications about your application.
  • Personal information including details of ID documents.
  • Details of relevant training including statements of results (Private Security Licence applicants only).
  • A printer.

When you have completed your application online, a copy of the application will be sent to the email address you used to register for the Portal. You will need to print the completed application and return to the Licensing and Regulation Division with all supporting documents via express post to:

Part 1 – Type of Application

Using Victorian Private Security Individual Licence Application select the activities of Crowd Control & Security Guard with sub activities and Unarmed Guard and Control Room Operator (Optional). Those boxes must all be ticked.

Documents you need to prepare

  • Certified copies of you 100 points of ID (See Part 7 below)
  • Certified proof of your Australian working rights (Maybe in your 100 points above)
  • Certified copy of your Certificate from Asset College (Page 3 only – Statement of Results)
  • Certified copy of your National Police Check (Please allow 14 days)
  • 2 Suitability References (See part 6 VICPOL Document VP1299) One of your suitability referees needs to be the certifier of the above documents.

You will also need to print off 2 x Suitability References VP Form 1299 back and front.

  • Your references must belong to a prescribed class of persons – see back of the form
  • The reference must have known you for at least 12 months in Australia
  • The reference must not be related to you by birth or marriage.

Part 7 – Identification Reference
You will need to provide proof of Australian residency. If you are not a permanent Australian resident, your visa must be valid for at least 12 months for your application to be considered.

As part of your ID requirements you will need to gather 100 points of identification which are listed in Part 7 of the Application paperwork.

Once you have submitted the application online, it will then be emailed to you. You should then send the application to LRD via express process. Include:

  • A printed copy of the application
  • All documents as per part one above

You will then need to wait a minimum of 28 days. They will send you a payment advice which you will be able to pay, then go to a photo point to have your photo taken. Allow 7 – 14 days for them to send your licence to you via post!
